What is CBA?
Capacity Building Assistance, or CBA, imparts knowledge,
skills and technology that enhance the abilities of individuals,
organizations, and communities to develop and sustain effective
HIV prevention. The goal of CBA is to improve the performance of
the HIV prevention workforce by providing scientifically sound and
culturally proficient information, training, technical assistance
and technology transfer.

Who
is eligible to receive CBA from NAESM?
Potential CBA consumers include key staff from health departments,
community planning groups, community based organizations, public
and private hospitals, clinics, social service centers and other
sectors that contribute to reducing the risks for either acquiring
or transmitting HIV and other sexually transmitted diseases.
NAESM's focus area is delivery of CBA that improves the capacity of community planning groups and health departments to include HIV-infected and affected African Americans in the community planning process. CBA is available for other focus areas and other racial/ethnic populations.

How quickly will my CBA request be completed?
NAESM is committed to making initial contact with CBA requester
within 72 hours of the request. From there, NAESM works with the
requester to develop and complete a customized action plan. Since
each CBA project is unique, defining a general timeframe is very
difficult. However, during the past calendar year, most of our CBA
projects have been completed within 2 - 6 months.

How do I request CBA?
If you are funded by Centers for Disease Control and Prevention (CDC), contact for CDC project officer. Explain that you believe you need assistance and your expected outcomes of CBA services. Your project officer will submit the request that will ultimately be routed to the most appropriate CBA provider.
If you are not
funded by the CDC, you may contact NAESM or another CBA provider
directly. CBA request that are relevant to HIV prevention community
planning and African Americans can be submitted online.
Request that are
not related to community planning or African Americans should be
submitted to the appropriate CBA provider. Listings of African
American CBA providers and community
planning CBA providers are available. If you need assistance

How
do I track my CBA request?
The
Capacity Building Branch at the CDC is providing access to CBA resources
online via the NCHSTP (National Center for HIV, AIDS, STD and Tuberculosis
Prevention) / DHAP (Division of HIV/AIDS Prevention) website: http://www.cdc.gov/hiv/cba.
A new resource that can be used is CRIS (CBA Request Information
System), a web-based site that can be used to request CBA, view
status, assign providers, submit action plans, submit completion
forms, and provide online feedback. Eligible users of CRIS are directly
funded CBO's Health Departments, CDC funded Capacity Building Providers,
and Project Officers.
